No other city in our Orlando cluster splits like this. Winter Park is old money. Oviedo is uniform new suburbs. Sanford is a value town divided between historic and modern stock. Kissimmee is divided by economy, not architecture. You are remodeling for tourists or for neighbors, and the brief changes completely.

Drive west on US-192, the Irlo Bronson Memorial Highway, and you enter the vacation-home belt. ChampionsGate, Reunion, Storey Lake, Windsor Hills, and Windsor at Westside were built to be rented to families visiting Walt Disney World. Many are five, six, even ten-bedroom resort homes with a matching count of bathrooms, all 2000s-to-2020s construction with clean modern plumbing. The construction is predictable. You may have heard that Florida stopped requiring building permits. That is not what happened, and the misunderstanding is already costing people money. Florida House Bill 803 took effect on July 1, 2026 and created a narrow exemption for some residential work valued under $7,500. Here is what it actually means for a bathroom.

The exemption does not cover trade work. Electrical, plumbing, mechanical, gas, and structural work still require a permit no matter what the job costs, and that describes essentially every real bathroom remodel. Move a toilet, run a circuit for a vanity light, replace a shower valve, add an exhaust fan, and you permit the job exactly as before. The City of Kissimmee spells this out: permits are always required for trade work, structural changes, anything valued at $7,500 or more, and anything in a designated flood zone. The city says only two categories realistically qualify for the exemption, fencing that is not a pool barrier and roof repairs under 25 percent of the roof area. A bathroom is not on that list.

There is a second catch. Even a qualifying project is not free to start. You file a written Exemption Notification Form with the Building Official, wait for approval, and keep the approved form on site while the work happens.

The good news is speed. HB 803 puts local governments on a clock. An Osceola County short-term-rental license runs about $410 to start, a $160 inspection plus a $250 license fee, then $150 a year to renew. The county license also requires a passing life-safety inspection, a notarized compliance affidavit, a floor plan showing safety equipment, and proof of $1,000,000 in liability insurance. Add a Local Business Tax Receipt at about $30 a year, and allow two to four weeks for processing.

Then there is the tax, and a trap inside it. Every booking carries a combined 13.5 percent: 6 percent Florida state sales tax, 1.5 percent Osceola discretionary surtax, and the 6 percent Osceola County Tourist Development Tax. The Tax Collector states plainly that the county is not contracted with Airbnb, Vrbo, Evolve, or any other booking platform. So even when a platform remits the state portion, you collect that 6 percent from guests and send it to the Tax Collector yourself by the 20th of the following month, including months when nobody booked, and you keep rental records for at least three years because the county audits.
